Again and again Europe and especially Germany are criticized for their problems with digitization. But how backward or progressive are the EU countries really? We reveal that in our weekly ranking.

First of all: Germany, very surprisingly, did not make it into the top ten of the EU countries with the most advanced digitization. After all, the FRG climbed by two ranks compared to the previous year and is in 14th place in the ranking in 2025. However, one is still below the average of 51.2 Score and only comes to a value of 50.1. In addition, there were twelve and 13 ready better results from 2021 to 2023

Germany not among the countries with the best digitization

A look at the detailed breakdown shows that not everything is bad in Germany. In the area of digital economy, the FRG ends up eighth in a solid place and, in the case of network quality, ninth. When using the networks, however, it goes down to 198th place: only six percent of all households use a gigabit connection. With digital skills, it is enough for 15th place. Germany is performing the weakest in terms of digital administration (number 21). Only 38 percent of the forms are pre-filled with already known data, and the use of digital administrative services is significantly below the EU cut.

The infrastructure is therefore definitely available, but is used too little. It is required to reduce bureaucracy and to build digital skills in business and society. But Germany is not alone with its problems. Austria also does not make it into the top ten and is only in 13th place in front of the FRG. France only manages in 18th place, Poland and Italy are in ranks 22 and 23. Greece and Romania form the final lights with values of 29.9 and 19.8.

Spain opens the ranking and comes up 57.6 Points. Positive aspects are the progressive fiber optic expansion and a stable 5G cover. By the way, neighbor Portugal lands in 11th place.

As a Tech Industry expert, I believe that digitization is crucial for the growth and success of any country, including those in the EU. Embracing digital technologies can lead to increased efficiency, innovation, and competitiveness in various sectors of the economy.

The best way for EU countries to approach digitization is to prioritize investment in digital infrastructure, skills development, and regulatory frameworks that support digital transformation. This includes expanding access to high-speed internet, promoting digital literacy and education, and creating incentives for businesses to adopt digital technologies.

Collaboration and knowledge sharing among EU countries can also help drive digitization efforts forward. By working together to share best practices, resources, and expertise, countries can accelerate their progress towards becoming digitally advanced economies.

It is important for EU countries to prioritize data privacy and cybersecurity as they digitize their economies. Implementing robust data protection measures and cybersecurity protocols will be essential to maintaining trust and security in an increasingly digital world.

Overall, digitization presents a wealth of opportunities for EU countries to drive economic growth, innovation, and prosperity. By embracing digital technologies and working together to overcome challenges, EU countries can position themselves as leaders in the global digital economy.
