In Koblenz, a solar parking lot with 896 modules supplies the municipal swimming pool with green electricity. This means that the city in Rhineland-Palatinate fulfills the state’s legal solar obligation.
One of the largest photovoltaic projects in the region is currently being built in Koblenz: a solar parking lot that will supply the municipal swimming pool with green electricity. At the beginning of October 2025, Koblenzer Bäder GmbH and Mayor David Langner, together with Wi SOLAR Bau GmbH, presented the current construction status.
The solar parking lot supplies the swimming pool with electricity
There are a total of 137 parking spaces in front of the Koblenz Moselbad. 104 of them will be covered with a steel structure on which 896 solar modules will be located. The roofing not only offers weather protection for visitors and vehicles. The electricity generated by the solar panels should also cover the indoor swimming pool’s entire internal needs.
The earthworks and foundation work on the parking lot began in mid-August 2025, and the construction will now be completed at the beginning of October 2025. The PV modules will be installed by the end of the year. The parking lot will also have a charging station for electric cars.
Rhineland-Palatinate requires solar energy
The solar parking space is funded with one million euros as part of the KIPKI municipal investment program for climate protection and innovation from the state of Rhineland-Palatinate. With this project, the city of Koblenz is responding to the requirements of the Rhineland-Palatinate state solar law. It stipulates that parking spaces in new buildings with 50 or more spaces must have a solar roof.
“The solar system on the parking areas will help to increase the share of renewable energies in the city’s energy consumption and significantly reduce operating costs through the electricity we generate ourselves,” explains Professor Dr. Christian Kuhn, managing director of Koblenzer Bäder GmbH, in one Press release.
With the energy mix of geothermal and air heat, the solar system currently under construction as well as the existing PV system on the roof and the efficient combined heat and power plant, the Moselbad will probably be the most modern pool in Germany. The various saunas, swimming pools and, above all, pumps for climate-neutral heat generation in the Moselbad can now also be supplied with climate-friendly energy.
Solar parking lot is expected to provide around 370,000 kilowatt hours of electricity
The photovoltaic system covers an area of around 1,792 square meters and creates a total output of around 399 kilowatt peak. This should save up to 173,200 kilograms of CO2 annually. The expected annual solar power yield is around 368,569 kilowatt hours.
While the solar parking lot supplies green electricity, the Moselbad’s rows of parking spaces would also fit architecturally into the surrounding area and ensure a high quality of stay, according to the press release.
In addition to the Moselbad solar parking lot, the city of Koblenz also equipped other municipal buildings with PV systems. They primarily supply the respective facilities. Only excess electricity is fed into the public power grid.
The city’s goal is to reduce the electricity costs of public buildings and at the same time make an active contribution to climate protection. “This means a significant reduction in electricity costs for the city of Koblenz, permanently and sustainably,” emphasizes Mayor David Langner.
Solar energy is mandatory in these federal states
There is a solar obligation not only in Rhineland-Palatinate. In around half of all German federal states there is already a legal requirement that solar systems must be installed on roofs. In addition to photovoltaic systems, these can also be solar thermal systems.
The federal states of Bavaria, Bremen, Lower Saxony, North Rhine-Westphalia and Schleswig-Holstein also expanded the legal solar requirement at the beginning of 2025. Since then, owners have been obliged to install and operate PV systems on the roofs of new residential buildings.
